I recall Bill preaching that getting backlinks from "related" site with same "weight" and "ranking" is desirable. I just discovered that some guy in a totally un-related site has inserted a link to one of the site I am developing content for.
Do we any reference data for me to educate the CEO that he should be very careful about these "unnatural" and "forced" backlinks!?

It's the equivalent to some unknown celebrity telling his few fans that you are somebody when he knows nothing about you and his fan base doesn't really care.

|And if it is one, or two, or five, or twelve, links Google won't mind. You will never be able to control who links to you and Google knows that. Don't panic over every little thing. The key is to get as many good links, and their positive value, as is reasonable.|
